So whats the law here then? If on the way to the litterbin my low fat ice lolly wrapper blows out my hand and down the street, am I still liable for a littering ticket or is there some sort of "failing to keep your wrapper under control" law? If not then the easy way to litter is to go "oops, it blew out my hand!"

You have picked on what could be construed as a 'grey' area even though they at the moment the only people getting convicted are the ones they capture on mobile CCTV.
