The company concerned informed the council and/or police of the situation, so they behaved appropriately - as has been said, perhaps to do with ulterior motives of their own, but they did do the "right thing". There is a criminal investigation underway into the council employee concerned, and that person has been removed from post. So I suppose the answer is yes, to the employee, and no, to the company, who actually did nothing wrong.
All I really need is love, but a little chocolate now and then doesn't hurt!

The two Directors claim that they took action almost immediately on finding the leaked information.
I do not know if they had an ulterior motive or were acting very responsibly. I do happen to know however that there are many people working in corporate life that do actually operate with complete integrity.
BTW, I am not suggesting one way or the other that this is the case here.
