Promenade ..any building plans ?

Hi there,
I'd like to know if anyone is aware of new building plans on the Promenade (??).
This morning I couldn't help but notice that a man was taking measurements on the green space next to this white modern building they built a couple of years ago. This man was using a cord and a measuring tape and it seems to me he was checking a distance from the new building and another from the communal back gardens to the Promenade itself.

I'd be grateful if anyone has some information about that ?

I believe the bit of land in question is owned by the council.

Maybe he was inspecting a patch for the demolition crane. When they've knocked down the Miami lump they will be building a lovely beach-front cafe out of local reclaimed stone. They'll have kayak hire and tuition, a slipway and a little jetty for our rowing boats.
