Here in Rathboneland I was involved in developing the community plan and am currently one of the nine stalwart citizens with responsibility for its implementation.
Our local population is 26,000. We divided the town into 23 neighbourhoods and held meetings in each (average turnout 150) Basically we asked people three questions: What's the best thing about Rathboneland? What's the worst thing? and If you could change one thing what would it be? We found that gave us a range of issues and priorities, which we then publicised through the local press. The response to the latter was high and, a year later we have a community plan, backed by the Police, Council, Primary Care Trust etc. etc. and are now working on action plans to address the issues.
The community web-site didn't give us a high return in the consultation. (Most people use it for buying and selling or running three word stories!)
