Planning application to build 23 flats in Windsor Place

Just been told about a planning application that is due to close for comments on 19/11/10. It is for 21-23 Windsor Place and details plans to demolish the existing office building and build 23 residences. Planning application number is 10/02971/FUL

Big fuss about this one from PCC or is it on the wrong side of the High Street for them?

The matter was raised by an individual member and now all members have had the plans circulated. The Chair has also requested, and been granted, an extension to the date for submission of comments, so that the application can be discussed at the next meeting and a submission made, if thought appropriate.

Another good example of infill and contemporary architecture being put forward in Portobello. I hope the CC will be supporting it and don't let the anti's rule. Fouin and Bell do some seriously classy projects. This will lift the current downtrodden feel of this street.

I believe there is concern over the number of car parking spaces being provided (6), when the application is for 23 residences.

It's for Port of Leith Housing Association; a social landlord - as such isn't the policy that it should have 25% parking spaces?

I'm sure there'd be an outcry if it had 50 or even 100% assigned parking places; given the proximity to good public transport...

Planning gain in the way of a financial contribution to the city car club and/or improvements to bus services/ stops etc would be the norm especially where slavishly applying parking standards may lessen the quality of the public realm around a development and it is well served by public transport.

A reliable source tells me that although The Port of Leith Housing Association are interested in the development, they are not currently committed to it.

Whether or not POLHA are committed to it, if the planning application is for affordable/social housing it will only be able to be operated as such by a housing association. It could not be sold privately.

We at the Portobello Unionist Club have been taking a close interest in this application as we are the adjacent property. May I point out that, according to the plans, the allocated 6 parking spaces at the front of the building will ALL have direct access to the street which, in effect, means the loss of 3 kerbside spaces including one disabled bay. If we presume one car to each flat then I would expect an additional 17 vehicles looking for parking of an evening. This won't concern our club so much as the residents who will surely be justifiably annoyed. Our concern is the demolition of the old Job Centre as it was built on to our gable. Next, perhaps, might be the demolition of the plant hire on the other side and the construction of even more flats.

Presuming one car per flat may be an over-estimation given the Council's parking standards.
